The Firefox browser has an extension (NoScript) availabe that forces the user to "allow" scripts on all pages. At times, it feels like the browser is nearly crippled, but it also helps make the user aware of all the different content-providers that are trying to "enhance your browsing experience" by running hidden programs on YOUR computer when you are browsing.
Internet Explorer provides the ability to run "trusted" javascript and activeX controls by accessing Tools | Internet Options | Security | Custom Level
While this requires some advanced understanding, the "Default Setting" button can always get you back to the "as-shipped" condition.
